NEBOSH Certificate in Fire Safety

The course is structured into six key elements, covering both theoretical and practical aspects of fire safety.

Element 1: Managing Fire Safety

• Moral, legal, and financial reasons for managing fire safety.
• The role of national and international bodies in regulating fire safety.

Element 2: Principles of Fire and Explosion

• Principles of combustion, fire growth, and fire spread.
• Ignition of solids, liquids, and gases; explosive combustion.

Element 3: Fuel, Oxygen, and Ignition – Control Measures

• Common sources of fuel, oxygen, and ignition.
• Suitable control measures to minimize fire and explosion risks.

Element 4: Fire Protection of Buildings

• Means of fire prevention and protection.
• Escape routes and early warning systems.
• Fire classification and extinguishing media.
• Operation and maintenance of fixed fire suppression systems.
• Requirements for access and cooperation with fire services.

Element 5: Safety of People in the Event of Fire

• Fire emergency plans and evacuation procedures.
• Human behavior in fire situations.
• Training and awareness requirements.

Element 6: Fire Safety Risk Assessment

• Objectives, principles, and practices of fire risk assessment.
• Identifying and assessing flammable or explosive atmospheres.
• Evaluating controls, prioritizing actions, and developing improvement plans.

Assessment Methods

The NEBOSH Certificate in Fire Safety consists of two mandatory units:

Unit FSC1 – Open Book Exam

• Scenario-based online assessment.
• Duration: 24 hours (starting 11:00 a.m. UK time).
• Candidates complete a series of workplace-related tasks applying their learning.
• Graded out of 100 marks:
• Distinction: 75+ marks
• Credit: 65–74 marks
• Pass: 45–64 marks

Unit FSC2 – Practical Risk Assessment

• A written fire risk assessment based on a real or simulated workplace.
• Divided into four stages:

  2. Fire Safety Audit

  3. Summary and Action Plan

  4. Review

Marked as Pass/Fail

Both FSC1 and FSC2 must be passed to achieve the full NEBOSH Certificate.
